Joint Stock Company “Ust-Kamenogorskiye Teplovye Seti” (the “Company”), a municipal district heating utility of the City of Ust-Kamenogorsk (the “City”), entirely owned by the City Akimat, has applied for a loan from the European Bank for Reconstruction and Development to finance rehabilitation and modernisation of the Company's DH infrastructure in the City of Ust-Kamenogorsk.
The proposed Project has a total estimated cost of up to KZT 5.24 billion.
The project will require procurement of the following works, goods and services:
Modernization of District Heating networks (of 2,2 km total length);
Reconstruction of the heat supply system in the Menovnoye settlement including closure of the boiler houses Nos.6 and 7, connection of the consumers to DH system supplied by Ust-Kamenogorskaya CHP plant, rehabilitation of distribution heat supply networks(of 10 km total length);
Modernization of power supply and automation systems at 22 pumping stations and heat sub-stations;
Purchase of 13 units of automotive and special equipment.
Tendering for the project is commenced in the second quarter of 2019.
Contracts to be financed with the proceeds of a loan from the EBRD will be tendered in accordance with the EBRD's Procurement Policies and Rules. The proceeds of the EBRD loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Purchaser's country.
