INFORMATION FOR APPLICANT

Brief Description of Assignment : The Government of the people’s Republic of Bangladesh (GoB) has received a credit from the International Development Association (IDA) towards the cost of Bangladesh Insurance Sector Development Project to be implemented by Insurance Development and Regulatory Authority (IDRA) and intends to apply a part of the proceeds of this credit for hiring a consultant firm for Awareness and Insurance Literacy program for Bangladesh Insurance Academy under the project. The objectives of the service is (a) To set up research centers in BIA and in IDRA to contribute to market data infrastructure with special emphasis on mortality and morbidity table, (b) To update and improve training materials and curriculum for post graduate Diploma Course of BIA, (c) To conduct a survey on beneficiary demand on insurance products and (d) To develop an awareness program on insurance products, specifically developing publicity and marketing materials to enhance financial literacy/education of general population. The Bangladesh Insurance Sector Development Project (BISDP) now invites eligible Applicants to express their interest in providing the services. Interested applicants are requested to provide information indicating that they are qualified to perform the services. EOIs should include brochures, description of similar assignments, experience in similar conditions, summaries of firm's capability, availability of appropriate skills among key staff with short biographies (one paragraph) and availability of resources.
Experience, Resources and Delivery Capacity Required : Experience, Resources and Deliverable Capacity requirements: Proven experience in delivering projects in developing and emerging countries of similar scope including: - Setting up training and research centers for insurance professionals - Providing training on insurance (both life and non-Life), reinsurance, actuarial science, risk-based supervision, legal and regulatory framework. - Advising on Information and Communication Technology (ICT) and setting up of databases. - Developing mortality and morbidity tables - Developing insurance products, including the marketing material. - Conducting surveys on insurance needs. - Develop and implementation of insurance awareness and literacy policy/programs based on international best practice. - Previous experience in working with international development institutions is a plus. Expected output: 1. Conducted survey on beneficiary demand on insurance products 2. Conducted survey in assessing the needs of the population in terms of financial literacy and education 3. Established research center in IDRA and BIA 4. Developed an awareness vision, goals and strategy on insurance products, specifically developing publicity and marketing materials to enhance financial literacy/education of general population. 5. Launched/established twinning arrangement, several programs on educate and train the public 6. Developed road map along with action plan for BIA professional development 7. Delivered training of trainers 8. Delivered training materials 9. Developed Core Curriculum 10. Improved training Materials, and curriculum (certification courses etc.) The EOIs would be reviewed on the basis of the following: a. Registration of firm. b. Age of firm. c. Availability and qualification of key professionals. d. Availability of resources (Manpower, Finance, etc.). e. Experience of the firm in similar task. f. Experience of the firm in other works. g. Logistics/ support services of the firm. A shortlist of applicants will be prepared upon evaluation of EoIs of the eligible applicants and “Request for Proposal” document will be issued in their favor. A Consultant will be selected using the Quality and Cost Based Selection (QCBS) method in accordance with the procedures set out in the world Bank “Guidelines: Selection and Employment of consultants under IBRD loans and IDA credits & Grants by world Bank Borrowers” dated January 2011 revised July 2014 (Consultant Guidelines).
