AssignmentTitle: Component 3 Lao PDR – Str engthening National Financial Resilience against Disasters Natural Catastrophe InsuranceProduct Assessment and Coverage.

The Government of Lao PDR has applied for financing from theWorld Bank toward the cost of the South East AsiaDisaster Risk Management Project, and intends to apply part of the proceedsto develop national disaster risk finance solutions andfinance the premium contribution to the SEADRIF catastrophe risk pool, aregional joint insurance-backed liquidity mechanism to sec ure access to sovereign disaster riskinsurance.

The Consulting Services (“the Services”) is to c onduct a study on NaturalCatastrophe Insurance Product Assessment and Coverage in Lao PDR.

The duration of s ervices is estimated atabout sixty (60) [HTV1] person-days.

The Ministry of Finance will be implementin g this component andnow invites eligible consulting firm (“Consultants”) to indicate their interest in providing the Se rvice. InterestedConsultants should provide information demonstrating that they have the required qualifications and relevant exper ience to performthe Services.

The short listing criteria: (1) extensive and demonstrated professional experi ence in one ormore of the following areas: actuarial services, risk modeling, insurance consulting, claims consulting; (2) ability to provideprofile and evidence of the experience appropriate to requirements of the assignment; (3) ability to provide key staff wi threquired qualifications and experience in the areas of insurance, finance, actuarial, legal and relevant practice.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection andEmployment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 and revisee E in July 2014. (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict ofinterest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy toenhance their qualif ications. The “association” may take the form of a joint venture or a sub consultancy. In case ofa joint venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly andseverally liable for the a ssignment and shall sign the contract jointly in case of award is made to that JV. Interestedconsultants should clearly indicate th e structure of their “association” and the duties of the partners and subconsultants in their application. Unclear expr ession of interests in terms of “in association with” and/or “inaffiliation with” and etc. without indicati ng the status of the partnership and designation of the lead partner may notbe considered for short listing.

A Consultant will be selected in accordance with the Selection Base onConsultant’s Qualification (CQS) method set out in theConsultant Guidelines.
