Assignment Title: Consulting Services for Facilitating the Implementation of a New Model of Performance-based Funding by Creating Information Management Database System

Georgia has received financing from the World Bank towards the cost of the Georgia I2Q - Innovation, Inclusion and Quality Project and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project.
The Project consists of the following key components:
Component 1- Improving Quality of and Access to Early Childhood Education and Care: Support to facilitate expanded access to quality pre-school education in selected pre-schools.
Component 2 – Fostering Quality Teaching and Learning in General Education: Support to provide a learning environment that is conducive to quality education in selected general education schools.
Component 3 – Strengthening Financing Options and Promoting Internationalization in Higher Education: Support to improve the quality and international competitiveness of higher education.
Component 4 – System Strengthening and Stakeholder Communication: Support to facilitate a shift in attitude towards learning.
Component 5 – Supporting Project Management, Monitoring, and Evaluations: Support capacity building for effective management and monitoring of the Project including provision of Operating Costs, Training, outreach and awareness campaigns, consulting services, M&E and, Project audits for (a) Project Management Team (PMT); and (b) Project Management Unit (PMU).
The Project will be implemented over a six-year period by the Ministry of Education and Science of Georgia (MoES) and its subordinate government agencies and by the Municipal Development Fund of Georgia (MDF).
The Project Management Unit (PMU) created within MoES supports the implementation of the Project’s tasks above. The Project Management Team (PMT) created within MDF supports implementation of the separate component aimed to improve the relevant infrastructure and rehabilitate schools under the Project overall objectives.
The MoES now invites Consulting Companies (here and after “Consultants”) to express their interest in providing the following services: Consulting Services for Facilitating the Implementation of a New Model of Performance-based Funding by Creating Information Management Database System
The objective of this assignment is to facilitate the implementation of a New Model of Performance-based Funding by creating HEIs Information Management Database System envisaged under the Component 3 of the project.
As the Georgian higher education system is undergoing mayor innovation shift towards performance-based financing model the emerging need is to improve (and automatize as much as possible) data collection, monitoring and evaluation system. The new model itself is proposed by an independent consultant company IBF working closely with the key stakeholders. The procurement of the Consultant for the development of future IMDS immediately follows in the most time efficient manner, once key features of the new approach are defined and main indicators and success metrics positively established.
The main goal of the future Information Management Database System (IMDS) in Georgia is to serve as a central tool for data collection, statistical processing of the relevant information for a new performance-based funding formula and assessing higher education institutions (HEI) performance and development results.

The shortlisting criteria for Consulting Companies are:
General Experience:
The Company should have at least 10 years of experience in software development projects, including at least 3 years of international experience.
In the case of a Joint Venture, the Leading Member should have at least 10 years of experience in software development projects, including at least 3 years of international experience and the Member(s) should have at least 5 years of similar experience.
Specific Experience:
The Company should have experience in successfully implementing at least 2 contracts/projects on a similar scale and scope in software development and implementation, in the past 5 years (2017-2021), which is confirmed by the recommendation letters issued by the relevant clients. Less than or equal to two contracts, each of minimum value US$600,000, but with total value of all contracts equal or more than US$1,200,000.
In the case of a Joint Venture, all Members Combined should satisfy the requirement, and each member should satisfy at least one similar contract of minimum value of US$600,000.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The experience of sub-consultants will not be taken into account while evaluating the corporate experience of the company. Experience in the projects relevant to the assignment should be submitted in the form uploaded together with the Terms of Reference.
Interested companies shall provide information demonstrating that they have the necessary experience to perform the aforesaid services. Expressions of Interest should cover, but not limited to: Experience relevant to the project activities, key staff resources and qualification, corporate profile. The consultants are strongly advised to limit their Expression of Interest to 20 pages. Company brochures may be included as an Annex, and will not be affected by the limit of 20 pages.
Note: The MoES reserves it’s right to verify submitted references and use obtained information for evaluation purposes.
The attention of interested Consultants is drawn to paragraph 3.14 “Conflict of Interest” of the World Bank’s Guidelines: World Bank’s “Procurement Regulations for IPF Borrower, July 2016 revised August 2018”, setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm’s consulting services in accordance with the requirements of paragraphs 3.16, 3.17 and 3.18 of the Guidelines.
